Gaff ron, Assistant Zoni 9t+AYdO <br />miiniWN111115r <br />Date: February 22, 1985 <br />Subject: Septic System Billing - Big Island <br />As you are probably aware, the City bills each owner of a <br />septic system the $20 On -Site Proeram Service Charge each year, <br />in order to help fund the septic system inspection program, per <br />Ordinance 210. The attached 2-sided flyer will be going out with <br />the 1985 billing to update jur residents on the status of the <br />program. <br />Section 10.31, the RS Seasonal. Recreational District (Big <br />Island) standards, was adopted by ordinance on December 30, 1982, <br />and declares in part that the owners of on -site sewage treatment <br />systems (including septic tanks, drainfields, cesspools, and <br />outhouses) on Big Island are subject to the various provisions of <br />Ordinance 210 including "payment of the standard annual service <br />charge". An administrative decision was made regarding both the <br />1983 and 1984 billings that only the homesteaded Big Island <br />properties would be billed pending a review of each property as <br />to the type and e.-tent of existing systems Having now completed <br />a review of the existing Big Island systems, we find that a total <br />of 53 separate systems are in use on Big Island, although only 2 <br />properties are homesteaded and only these two have historically <br />been billed. <br />Because the billing of 51 new charges may cause some <br />consternation among the Big Island residents, staff felt you <br />should review this billing. Do you feel a separate resolution <br />authorizing and acknowledging this new billing is necessary, or <br />are you comfortable with it as -is? A resolution will be drafted <br />for the February 25th meeting for your review and approval as <br />you see fit. <br />The notice attached will be going to each new billing <br />recipient, explaining the billing. <br />
