I do not think it is right for the City at large to subsidize home <br />owners in this area for their sewer system. <br />Who is to say whether they are more able to pay than another person in <br />the City for a sewer or, for that matter, roads or other public <br />improvements? When I received sewer, nobody helped mel I did not go the <br />the City at large to help me pay for my sewer. The City should not guess <br />as to which home owner can only afford an improvement and then <br />arbitrarily charge that owner a percentage of the cost based on the <br />City's opinion. <br />How about other people in the City that get improvements in areas where <br />you, the City Council, think that the people in that area can't afford <br />them? Certainly, there are lower income families in other parts of the <br />City who you, in your best judgement, feel should not pay their fair <br />share of public improvements. Do you intend to put all improvements on <br />an advalorem basis? Do you intend just to put improvements on lower <br />income homes on advalorem? Will you cancel my sewer assessments if my <br />income drops and put in it on advalorem? <br />I do not wish to subsidize Improvements in other parts of the City. I <br />believe 1t is unfair (unconstitutional?) for you to charge me for my own <br />sewer and then again charge me for a part of somebody else's sewer. <br />
