Instead, these <br />groups have stated support for an interest -free match- <br />ing loan, the interest to be paid by the state. <br />The Met Council and state agencies are developing a <br />proposal. At this point, no opposition to the SRA <br />position has surfaced (with the very n,. ble exception <br />of the Governor's public position, taken last fall). <br />Action: <br />Each SPA member should make its pos on known to its <br />legislative delegation in the very ar future.
