MEETING <br />January 9, 1985 <br />Members Present: Joan Archer, Vice Chair, Lyn Burton, Thomas Duffy, <br />Sharon Garber, Marilyn Spensley, Gertrude Ulrich <br />Members Absent: Philip Cohen, Edmund Bowler, Wanda Schumacher, <br />Josey Warren <br />Staff: Ana Stern, Phil Katzung, Laurie Garfield, <br />Jan Hogan, Barb Soihr, Roberta Everling, Kathleen Mulligan <br />In the absence of Chair Cohen, Vice Chair Archer opened the meeting at 11:00 <br />a.m. <br />Approval of Agenda and Minutes <br />The agenda was approvei as well as the minutes from the October 24 and <br />November 14, 1984 committee meetings. <br />Report of the Long -Term Care Task Force - Ana Stern: <br />Stern explained that the task force was set up by the Council a year ago to <br />reshape long-term care in the twin cities area. This was the Councils first <br />formal involvement, but not the first work done by the Council in long-term <br />care. Health, hosing and aging programs have come together ^ver the years to <br />work on shared problems and concerns; one result was the report called, More <br />Than Shelter, published a year ago. The report included recapping the role of <br />family in the care of tln elderly and addressing the wide range of services <br />that should be available to olde- people so they can be more self-sufficient. <br />The combined programs also sponsured a series of forums in 1983. *Many <br />important issues surfaced then, including a decision to set up a task <br />force made up nf 22 members; Tom Byrne was chair and Phil Cohen was on the <br />committee. One of the first things the task force did was adopt a definition <br />of long-term care. They also determined their objectives, including develop <br />public policies, recommend strategies for implementing policies and recommend <br />areas for additional studies. <br />Sterns introduction included explanations of how to make better use of <br />existing resources, the need for (1) service coordination, and (2) <br />multidimensional assessment, (3) financing of long-term care, (4) gaps in long- <br />term care, and (5) policy roles and responsibilitJos it, long-term care. <br />(1) Stern said there is a real need for better support and coordination of the <br />huge array of service providers- family, friends, civic organizations, nursing <br />homes, osealth corporations, etc. <br />
