W. D. (Chris) Donaldson is the Executive Director of the <br />Minnesota Cable Communications Board, an agency that guides the <br />development of cable communications in the state and establishes <br />public policies concerning franchising and public service appli- <br />cation of cable and related public telecommunications technology. <br />Prior to his 1978 appointment, he had spent 32 years in radio and <br />television management, operations and programming. <br />James C. Erickson is a partner in the law firm of Larkin, <br />Hoffman, Daly & Lindgren and is Chairman of the Administrative <br />law department of that firm. He has been practicing law for 16 <br />years, specializing in the arEa of administrative and telecom- <br />munications law. From 1970 - 72 he served as Special Assistant <br />Attorney General. He presently is a member of the ABA Forum <br />Committee on Communications Law. Mr. Erickson is legal counsel <br />for the Minnesota Cable Communications Association and a number <br />of cable companies. <br />John F. Gibbs is an Associate in the law firm of fierbst & Thue, <br />Ltd. Mr. Gibbs has been representing municipalities in cable <br />television matters since 1980. He currently serves as Chairman <br />of the Cable Commission in Bloomington, Minnesota. He also serves <br />as Treasurer and member of the Board of Directors of the National <br />Association of Telecommunications Officers and Advisors. He is <br />currently a member of the ABA Forum Committee on Communications Law. <br />Adrian E. Herbst is President and owner of Herbst & Thue, Ltd., a <br />law firm in Bloomington, Minnesota, engaged in practicing pri- <br />marily in municipal and governmental law. Mr. Herbst has repre- <br />sented municipalities in cable television matters for 15 years. <br />He has served on numerous committees relating to cable television, <br />e.g., Chairman of the Metropolitan Council Telecommunications <br />Task Force and committee member of the Minnesota Telecommunications <br />Council. Mr. Herbst is Past President of the Minnesota Trial <br />Lawyers Association and Past Vice President of the League of <br />Minnesota Cities. Mr. Herbst is considered a leading authority <br />in the field of cable communications law. <br />Gary R. Matz is an Associate in the law firm of Herbst & Thue, <br />Ltd. Mr. Matz has been representing municipalities in cable <br />television matters since 1981. Prior to entering private legal <br />practice he served as a staff member for the Minnesota Cable <br />Communications Board. <br />WaX�ne��Porpham is a Senior Partner in the law firm of Popham, Haik, <br />Sc�brich, Kaufman & Doty, Ltd. He currently is legal counsel <br />for Rogers Cablesystems and Continental Cablevision. Mr. Popham <br />_ is a former member of the Minnesota Senate (1963-72) and has been <br />practicing law in the areas of litigation and administrative law <br />for 27 years. He is a member of the Insurance (Fidelity and <br />Surety Committee), Litigation and Antitrust sections of the ABA. <br />
