The Rossings have been advised of the many violations on their <br />property but refuse to resolve them. They deny they operate a business <br />from their home claiming the wood is for their two fireplaces. The <br />one dump truck is allowed under our code. The pick-up trucks are <br />considered as regular passenger vehicles. It's the one that has been <br />jacked up with a tire missing for over two months that is in viola- <br />tion. Parking vehicles in a haphazard fashion with no defined parking <br />area on site - open parking areas should be defined on a residential. <br />lot. The method of storing the logs on the ground offers a potential <br />health hazard - rats, field mice and other members of the rodent <br />family live in such an environment. If logs were stacked in piles, <br />the potential danger would be somewhat eliminated. Staff has photos <br />of the dump truck preparing to dump a load of logs on the site. Logs <br />are stored everywhere on the property. <br />We have advised the mayor of the neighbors' concerns for their <br />residential neighborhood and the attitude of the Rossings to staff's <br />demands for resolving the violations. Mayor Butler has agreed to <br />allow staff to schedule an appearance by Mrs. Rossing before Council. <br />A certified letter was sent on December 28, 1984 asking Mrs. Rossing <br />to attend your January 28th meeting. As of this writing I have not <br />heard from her and can only assume that she will attend. <br />Review of Code Violations on Property: <br />1. Section 10.20 (C) Home Occupation (Exhibit H) Rossings deny <br />they operate a business from their residence. Neighbors and <br />other residents claim Rossings have approached them asking if <br />they would like trees removed or trimmed. If the business is not <br />operated from there - where is the place of business? Why can't <br />she dump truck be stored at that place of business? The stan- <br />dards for a home occupation are violated in the manner the <br />Rossinys use the property: <br />a) Business not conducted within principal structure. <br />b) Evidence of business is visible from street. <br />c) Excessive stock in trade is stored on premises. <br />d) -he use does adversely affect the character of the uses <br />pei ted in the district in where it is located. <br />2. Section 5.40 Home Occupations - License required (Exhibit I). <br />3. Section 9.55 Maint nance of Private Property - (Exhibit J) A <br />recent inspection on Ja uary 21st revealed: (Exhibit G). <br />a) Garbage spread out in front of garage. <br />b) Storage of mobile equipment in rear yard - not screened. <br />c) Large brush piles. <br />d) Logs spread around yard. <br />2 <br />
