§ 2.50 <br />SEC. 2.50. BOARDS AND COMMISSIONS GENERALLY. All Board and <br />Commission appointments authorized by ordinance or resolution shall <br />be made by the Council at the first regular meeting in January of <br />each year. The term cf each appointee shall be established and <br />stated at the time of his appointment, and terms of present Board <br />and Commission members may be re-established and changed so as to <br />give effect to this Section. New appointees shall assume office <br />immediately. Provided, however, that all appointees to Boards and <br />Commissions shall hold office until their successor is appointed <br />and qualified. All vacancies shall be filled in the same manner as <br />for an expired term, but the appointment shall be only for the <br />unexpired term. No appointed Board or Commission member shall be <br />an employee of the City, but an ex officio member may be so <br />employed. All appointed Board and Commission members shall serve <br />without remuneration, but may be reimbursed for out-of-pocket <br />expenses incurred in the performance of their duties when such <br />expenses have been authorized by the Council before they were <br />incurred. The officers shall be appointed by the Council annually. <br />Any Board or Commission member may be removed by the Council for <br />any reason and his position filled as any other vacancy. Each <br />Board and Commission shall hold its regular meetings at a time <br />established and approved by the Council. Boards and Commissions <br />created by resolution shall terminate when the purpose for which <br />they were created has been accomplished or upon the expiration of <br />the terms stated in the resolution. Except as otherwise provided, <br />this Section shall apply to all Boards and Commissions. <br />SEC. 2.51. PLANNING COMMISSION. <br />Subd, 1. Establishment and Composition. A Planning <br />Commission composed of seven members, who shall serve staggered <br />three-year terms, is hereby established. Two of the members shall <br />reside in and be appointed to represent the Rural Service Area of <br />the City, as defined in the Comprehensive Community Management <br />Plan, two members shall reside in and be appointed to represent the <br />Urban Service Area of the City, and three members shall be <br />appointed to represent the City at -large. The Zoning Administrator <br />and one Council member shall be members of the Commission ex <br />officio and without vote. <br />Subd. 2. Powers and Duties. The Planning Commission <br />shall be the Planning Agency of the City and be an advisory body to <br />the Council. The Commission shall have the power, under the <br />direction of the Council, to carry on the duties set forth in <br />Minnesota Statutes, and those duties provided by this Code and such <br />other duties as prescribed by the Council from time to time. The <br />Commission shall hold a regular meeting once each month and keep <br />records of its proceedings. <br />ORONO CC 17 (4--1-84) <br />
