MINUTES OF THE SPECIAL MEETING OF THE <br />BOARD OF MANAGERS OF THE <br />MINNEHAHA CREEK WATERSHED DISTRICT <br />December 13, 1984 <br />The special meeting of the Board of Managers of the <br />Minnehaha Creek Watershed District was called to order by <br />Chairman Cochran at 4:35 P.M. in the offices of E.A. Hickok and <br />Associates, 545 Indian Mound, Wayzata, Minnesota. <br />Managers Present: Andre, Cochran and Spensley <br />Managers Absent: Carroll, Lehman, McWethy and Thomas <br />Also present were Board advisors Panzer and Macomber. <br />Also present was Mr. Dudley Russell, a member of the Board's <br />Advisory Committee and resident of the City of Orono. <br />Chairman Cochran noted that a quorum of the Board was not <br />present and that therefore no action of the Board could be taken <br />at this time. Chairman Cochran called upon the staff to present <br />to the Board for informational purposes the revisions in the <br />draft of Chapter 509 policy statements. <br />The Engineer stated that the staff had mailed to the <br />Board on December 4, 1964 a proposed draft of the policy <br />statements revised as directed by the Board to include standards <br />suggesting specific application of the sated goals and <br />policies. The Engineer stated that af•. review of this draft <br />by the Attorney and the Engineer, it was felt that a more <br />condensed version of the policy document should be prepared for <br />the Managers' consideration at this meeting. <br />The Engineer distributed a revision of the December 4 <br />document dated December 12. The Engineer explained that the <br />revised document condensed and simplified the statement of goals <br />and policies contained in the December 4 draft and did not <br />contain standards as a part of that document. The Engineer <br />explained that the alternative document suggested by the staff <br />was intended to state management goals and policies on a <br />district -wide basis. He suggested that the detailed standards <br />contained in the prior draft should be utilized in the detailed <br />development of the Chapter 509 plan. The Engineer also <br />suggested that the revised statement of management goals and <br />policies, if accepted by the Managers, should be redistributed <br />to the municipalities in the district for review and comments in <br />order to expedite the preparation of the Chapter 509 plan. <br />
