VOLUNTEER AMB11ANCE RETIREMENT (B) (cont'd) <br />Proposals to integrate ambulance and rescr volunteers not part of local <br />volunteer fire departments into the program fo .etirement for volunteer <br />firefighters have met rejection from organizations of volunteer firefighters. <br />Creation of another system of local relief is not in the best interest of the <br />state, its political subdivisions, or its taxpayers, especially in view of <br />recent federal tax legislation which now, provides an efficient, simple, and <br />inexpensive me , ;rovldfig retirement benefits to ambulance and other <br />volunteers. <br />However, cities need the power to encourage long-term employment and <br />volunteers by simple retirement mechanisms which are not subject to deficit <br />f inap .ng. <br />PPS -a, RETIREE HEALTH BENEFITS BY CITIES (II) <br />Io order to prevent the creation of large unfunded deficits for promised <br />health care for retired public employees, in the same way that unfunded <br />actuarial deticits were created by promised pension benefits prior to statutory <br />requirements for funding, the League or Minnesota Cities urges the legislature <br />to impose the furegning restrictions. <br />PPS-5. VETERANS PREFERENCE. ANL 7J LITARY LEAVES (B) <br />Current statutes entitle a veteran to at least two different hearing <br />procedures to challenge any disciplinary action. This is not only grossly <br />inefficient but may also be unworkable since the standards for court review of <br />the decisions of veterans preference boards and grievance arbitrators vary <br />significantly. The Minnesota Supreme Court in a recent decision also has <br />indicated to the legislature that these statutes need to be amended. <br />It- <br />
