LL11 <br />jjjj---�1111 <br />Vleague of minnesota cities <br />December 17, 1984 <br />TO: Mayors, Managers, and City Clerks <br />FROM: Mary Anderson, President <br />RE: Local Government Aid Legislative Policy <br />The policy on local government aid is not included in this packet. <br />It will be sent separately to all mayors, managers and city clerks <br />the first week in January per action of the League Board of Directors <br />on December 12th. <br />As you are aware, the League has been working the past year on <br />developing a formula for local government aid (LGA) distribution that <br />would be considered fairer than the current system. A Policy Task <br />Force worked six months to develop a policy statement that would <br />serve as a framework for development of a specific formula. That <br />policy statement was shared with the full membership for review and <br />comment in the spring of last year and the adopted statement was <br />published in the League magazine in September. <br />A subcommittee of the full Revenue Sources Policy Committee, called <br />the LGA Technical Commirtee, has been working hard analyzing <br />alternative formulae. The Technical Committee has come up with a <br />formula that they feel might be yell received by a majority of the <br />cities in Minnesota. They requested additional time to further <br />analyze the formula and to project its impact over the next 3 to 5 <br />years. Given the importance of this issue, the League Board of <br />Directors has granted them additional rime. <br />The revised schedule for review and consideration of the local <br />government aid legislative policy is : <br />December 19 - LGA Technical Commitree makes its final recommendations <br />on a formula and policy statement. <br />December 27 - 9:30 a.m. 45 member Revenue Sources committee reviews <br />the LGA formula and policy and makes its recommendation to the Board <br />of Directors <br />December 27 - 2:00 p.m. League Board of Directors acting as the <br />League Legislative Commirree approves final LGA formula and policy <br />recommendations to be submitted to the membership <br />(over) <br />1 a3 university avenue east. at gaol.
