AGENDA ITEM <br />Date: November 10, 2025 <br />Title: 2026 Draft Fee Schedule <br />Presenter: Maggie Jin, Finance Director <br />Section: Work Session Item <br />Purpose: <br />The purpose of this action item is to present to City Council the 2026 draft fee schedule. <br />Item: 1 <br />2. Background: <br />Each year as part of the budget process, staff updates the fee schedule. The fee schedule sets the <br />price and rates on items and services that the City charges for. <br />Notable proposed changes to the fee schedule are as follows: <br />Documents and Services <br />o Addition of Discretionary Courtesy Customer Service for copying and printing <br />o Addition of Oversized Paper Prints <br />Building, Planning, and Zoning <br />o Removal of Tent/Canopy under Miscellaneous due to duplication of fee <br />Licenses and Other Permits <br />Waste Hauler License fee changes from previous vehicle -based model to reflect <br />program cost and sustainability goals. <br />Tobacco Sales License <br />■ Background investigation fee added for new tobacco establishments <br />■ Employee of license holder violation added to reflect code and state law <br />■ Clarification on the background review fee for solicitors. Solicitors do not have <br />license fee but does have a background review fee to comply with commerce <br />clause. <br />Utility Rates and Fees <br />o Point of Inspection non-compliance surcharge added <br />o Increase to utility fees based on the following: Water - 10%, Sewer - 3%, Stormwater <br />- 3%, Recycling - 3% <br />■ Removed the different area charges for water rates to standardize the tiers <br />■ Added section specific to garage condos as this is a new build in the city <br />o Increased right-of-way permit cost <br />Administrative Offenses <br />o Removed animal license - city does not issue these. <br />Public Safety <br />o Removed firework permits as the City does not have this. Typically firework falls <br />under special event permit for fireworks display and a transient merchant permit for <br />fireworks sales. <br />o Increase in Officer 119 special service fees. <br />The City code citations have been updated to reflected the amended City code in each section. <br />K <br />
