AGENDA ITEM <br />Date: November 10, 2025 <br />Item: 15 <br />Title: LA25-000043, 865 Partenwood Road, Variances & CUP - Resolution 7639 <br />Presenter: Matt Karney, Planner <br />Section: Consent Agenda <br />Purpose: <br />The applicant requests variances for new hardcover and building expansions within the 75' <br />lakeshore setback and a conditional use permit for a new retaining wall within the 75' lakeshore <br />setback. <br />2. MN§15.99 Application Deadline: <br />The application was made on September 17, 2025, and deemed complete on October 8, 2025. The <br />60-day review period is to expire on December 7, 2025. <br />3. Background: <br />The applicant proposes a project to rehabilitate and expand the existing home, rework an access to <br />the house, and a new retaining wall. The property is a peninsula where a majority of the existing <br />conditions are within the lakeshore setback. The home expansion includes a redesign of the roof <br />with extensions to the eaves, a reconfiguration of the deck, and additions on the main and upper <br />levels on the west side of the house. Other portions of the work on the home include a new <br />balcony, a planter and a chimney, but these features are located within the existing roofline. <br />There is an existing timber retaining wall within the lakeshore setback to the channel east of the <br />property. It is in deteriorated condition where runoff is impacting the home. The applicant has <br />proposed a new limestone wall in the place of the existing wall, roughly 2.4 feet further in length. <br />The applicant submitted an engineer's letter (Exhibit D) that supports the increase in length of the <br />retaining wall to protect an existing berm between the house and the channel. <br />Since the Planning Commission meeting, the applicant has submitted an amended site plan for the <br />project. The applicant has revised the plan to utilize the existing driveway as it crosses through the <br />property to the garage. The amended plan also proposed a reorientation of the front sidewalk. The <br />front sidewalk accounts for minimal new hardcover within the lakeshore setback. The application <br />is proposing to reduce the overall hardcover within the lakeshore setback roughly 1,185sq.ft <br />overall. <br />Link to Planning Commission packet. (Application Materials Found Here) <br />4. Planning Commission Vote and Comment: <br />On October 20, 2025, the Planning Commission held a public hearing and discussed the <br />application.
