Centralized management and coordination <br />are necessary to construct and operate a new waste management system for the <br />region. The new system will use a broad spectrum of facilities that includes <br />transfer stations, facilities that are capable of processing mixed wastes into <br />RDF and/or recyclables for market, ar' waste combustion and co -composting <br />facilities. <br />These facilities operate together and are dependent upon each other. Transfer <br />stations supply processing facilities with mixed wastes. Processing facilities <br />supply combustion and co -composting facilities with processed waste. Changes <br />in the capability or operation of one facility could affect the operation of <br />other facilities. Therefore, it is important to establish a mana ent system <br />to coordinate V, operations of the facilities within the system. centralized <br />management and .00rdination would ensure the facilites are operating <br />efficiently. <br />A centralized management s;!stem could also ensure fl-xibility in the use of <br />facilities. For example, the operation of one facility could be expanded to <br />mnnaue wastes coming from another facility that is down for maintenance or <br />repairs. Thus, waste services are `.ill made available to the hauler and wast- <br />yenerator with a rinimu.n of inconvenience. <br />Waste serV4e areas for all types of process'...g facilities Oil ikely cross <br />county t,oundaries. Therefore, it is 'mportant for counties to work together in <br />developing processing facilities. There are several methods available to the <br />counties in working togetner to implement processing facilities. One option is <br />for thuse counties to establish a joint -powers agreement.
