WASTE REDUCTION AND SOURCE SEPARATION <br />Overview <br />Waste reduction and source separation are targeted towards specific types of <br />waste generators (such as residential households and commercial establish- <br />ments) and specific materials. Waste reduction and source separation are <br />strictly dependent on the participation of the waste generator. <br />Table 4-2 summarizes the projected participation rates used to estimate the <br />impact of waste reduction and source separation activities. Therefore, the objectives in terms of participation rates established in <br />this plan will be the most basic factor and a more permanant planning guide <br />than the objectives in terms of tonnages. The volumes recovered, however, are <br />more reliably quantified and 011 became the primary means for the Council to <br />measure county progress. Participation rates, as a practical measurement tool, <br />will be secondary. <br />?f <br />
