October 26, 1984
Rudy Boschw; t z
U.S. Senator
310 Brenner Bldg
419 N. Roberts S1.
St. Paul, MN 55101
Dear Senator Roschwitz:
! live in Crystal Bay in the Village of Oronu. I know you are familiar with the area
b--caiise one of my son's baseball teammates saw you this summer in Minnetonka
Beach. I think you'll agree it is one of the most beautiful areas of Minnesota.
For the first time that I can remember, (and I've lived in Crystal Bay since 1965),
our comrnuni tv has a problem. It is a serious problem that endangers the health of
our community. The Village of Orono is proposing the installation of a sewer system
in Crystal Bay. The community needs it, the septic tanks are backing up and sewage
is running on the streets. Unfortunately the residents are very upset with the way
Orono is hondlin the assessment. It is split between 83 houses at a cost of $13,000
plus hook up of 2,000, per house. The 83 houses were choosen because thev may
qualify for low income grants but now the Village tells us there is no Federal funding
available.
When I purchased my house in 1983, the `jilloge told us that no sewer would be put in
without federal help. I am not the only home owner they told that to. A neighbor put
in a new droinfield last December on the wort; of the Village that no sewer wns
coming through.
My house is the last house included on the plan. We have a large lot, .8 of or, acre,
and could easily put in another septic system. Several of the neighbors have even
larger lots. They conveniently excluded the more wealthy commun;ties and the
Minnetonka Art Center (for the reason of lot size). But now, us lower income
families, ore stuck with a tremendous assessment and no federal help.
What can we do? We have met as a community and will challenge the Village at
their next meeting, November 13th. We are not ready to accept their proposal. I feel
the Village is negligent in their concern with the deterioration of Crystal Boy's
septic systems. They dented the sewer to be put in in 1963, when it would of cost
only $1,000 per resident, t%ecause of pressure from the wealthy cormunity.
There are other issues involved, such as widening the roads, which included in the
$13,000 figure. Can you comment on our situation, and do you know of any funding
available for this problem?
Sincerely,
Mrs Randolph T.
