The AMM does not <br />feel it is really feasible under current economic and financial <br />conditions of cit`.es to do much land banking. It is very, very <br />e-pensive just to hold land for development sometime in the <br />future. <br />12. Housing Maintenance, Redevelopment and 'Neighborhood Preservation. <br />'the AMM supports policy 23 on page 32. <br />Policy 24 on Mandated Housing Maintenance Code. (page 33). The <br />AMM does not support this policy for several reasons: cost to <br />implement., code not needed in all cities at present time, if <br />there is to be a mandatory maintenance code, it should be <br />statewide and not just in the metropolitan area. The AMM does <br />not ouject to the last sentence of this policy provided the word <br />"pripert.," is removed prior to the word "tax." <br />Policy 25 on page 33. The AMM believes that the words <br />"market -rate" should be deleted in the lath. line of this policy. <br />A distinction should not be made between market rate and <br />subsidized housing in terms of locational considerations. <br />Policy 26 on page 311. The AMM believes that existing state and <br />federal requirements provide necessary protection. There is also <br />concern that the way the first sentence is written it may have a <br />negative impact on rehabilitation and clearance as related to <br />deteriorated housing. The AMM does support the concept that <br />replacement housing be considered on a regional basis. <br />Policy 2*1 on page 34. Tt,e AMM recommends adding the word <br />"qualified" between "t-)" and "parsons" on the second line of this <br />policy. <br />13. Energy Conservation: <br />Policy 2) or, page 4,). The A-M!'CV s4pbrts the intent of this policy <br />but believes that the words "particularly attached housing" <br />should be removed at the end of the first sentence. :3ince most <br />housing is "detached" it should also be energy efficient. Also, <br />the Council's emphasizes on attached housing to reduce hou.3ing <br />costs in general is dealt with directly in other policies. <br />14. Government Housing Roles and Responsibility. The AMM recommends <br />the addition of one additional concept for inclusion in policy 30 <br />on page 43. Role '. should read "Support for research to define <br />housing issues and problems and the implications of the market on <br />affordable housing." <br />_7 - <br />
