Unsound Municiple Use and Planning <br />A park or recreational development in a residential <br />community should enhance the value of surrounding <br />residential property and have a positive impact on the <br />lifestyle and general well being of the people already <br />residing in the area. Since the above effects of the <br />proposed project have not been demonstrated to the <br />community by the Park Reserve District, proceeding with <br />the project cannot be consistent with the responsibilities <br />of the Orono City Council and Planning Commission for the <br />sound use and planning of land within the municiple system <br />it serves. <br />IV. Imprudent Use of Public Funds <br />We find the proposed expenditure of approximately <br />$1,250,000 of public funds for this particular project <br />inconsistent with the realities and priorities of life <br />in Minnesota today. We reach the same conclusion regarding <br />the scope of the proposed five year Regional Park System <br />capital improvement program of $139,000,000. It will be <br />our intent to make our feelings well known to the 1979 <br />legislature should such a recommendation be made. <br />With no invention of being all inclusive, and consistent with <br />the points raised above, we specifically seek to limit the <br />development and use of the land in the following manner: <br />1) That parking be forever restricted to 25 passenger vehicles <br />and no buses at one time, and that development of a parking <br />area not exceed what is practicAk�,4or-25 passenger vehicles. <br />2) That no entrance for public access be allowed within 150 <br />yards of any private property line, no parking be allowed <br />south of County Road 51, no parking be allowed within 75 <br />yards of County Road 51, and no parking be allowed within <br />150 yards of Old Crystal Bay Road. <br />3) That no support or visitor facility be constructed south <br />of County Road 51, within 150 yards of Old Crystal Bay <br />Road, or within 75 yards of County Road 51. <br />4) That visitor facilities be limited to washrooms, drinking <br />fountains, and telephones. <br />
