CITIES WITHIN' ',HE: SEVEN COUNTY METROPOLITAN AREA. <br />V-K MNDOT/CITY COOPERATIVE AGREEMENTS <br />The 1984 Legislature modified payment proc eedures for project:; <br />where the state and city share in the costs through cooperative <br />agreements by allowing MNJDOT to pay as the work proceeds. <br />However, because of work load and the priority system used by <br />MNDOT in preparing and authorizing cooperative agreements, a <br />number of important local projects are being delayed and cites <br />are having to expend large amounts of local funds for land <br />acqui3tion and project preparations long before the agreement <br />process is completed. <br />THE AMM URGES MNDOT TO REtiiEW THE COOPERATIVE AGREEMENJT PROCESS <br />AND INITIATE CHANGES SO THAT MUNICIPAL AGREEMENTS CAN BE EXECUTED <br />ICJ A TIMELY AND EFFICIENT MANNER. <br />V-" MOTOR VEHICLE EXCISE Tt.X TRANSFER ACCELERATION <br />.ne Motor Vehicle Excise Tax was significantly increased in the <br />early 1980's and dedicated to the State General Fund to offset the <br />affect of a declining economy and reduced state revenues. The <br />:.egislaturc recognized that Highway and Transit Program needs were <br />growing and that ultimately additional funding would be needed in <br />tr.ese areas. Thus, a transfer of this tax from General Fund to <br />the Highway and Transit Funds was establishLd starting with 25% in <br />1985 and finally reaching 100% in 1992. Recent upward trends in <br />the various state tax rev-r,ue collections indicate that the <br />economy is recovering and t'"t more funds from traditional sources <br />should be available for general state government. Therefore, <br />,HE AMM URGES THE LEGISLATURE. TO CONSIDER ACCELERATING THE <br />TRANSFER OF THE. MOTOR VEHIC,E EXCISE TAX FROM THE GENERAL FUND TO <br />THE HIGHWAY AND TRANSIT FUNUJ TO KEEP PACE: WITH INCREASING NEEDED <br />EXFENDITURE:) IN THESE AREAS. <br />V-M BIKEWAY FUNDING <br />Tne state recently eliminated Grant Funds for Bikeway paths due to <br />the declining economy. However, more people are turning to this <br />form of recreation for both, health and economic reasons. For <br />safety it in essential that bike paths be t,rovided along state, <br />county, and city roadw-tys, especially in conjunction with State <br />and regional park system:, 'therefore, <br />THE AMM URGES THE LEGISLATURE TO REINSTATE THE GRANT <br />PROGRAM TO PROVIDE SAFE 6IKEWAY PATHS. <br />
