Although, the Federal <br />Regulations no longer require exclusive local official <br />representation as the MC, they stil maintain lk.,cal official <br />involvement in the MC and 13C' process In addition, the current <br />elected official participation and '3C' process has worked <br />reasonably well in this Metropolitan Area. <br />THE AMM SUPPORTS AS A MINIMUM THE CONTINUATION OF THE CURRENT <br />LOCAL ELECTED OFFICIALS INVOLVEMENT IN THE '3C' PROCESS. IF <br />MODIFICATION IS CONSIDERED, THE AMM URGES GREATER LOCAL OFFICIAL <br />INPUT IN THE SELECTION PROCESS OF THE: TRANSPORTATION PLANNING <br />AGENCY. <br />V-G METROPOLITAN TRANSIT SYSTEM FUNDING <br />A good effective and efficient Public Transportation Service is <br />vital to the Metropolitan Area. The existing Highway System could <br />not handle the pressure of a reduced transit system. The elderly, <br />handicapped and lower income persons depend on public transit for <br />job transportation and service accessibility. The business and <br />Industrial community would suffer extreme economic setbacks if <br />workers and shoppers were denied public transit. Finally, the <br />state economy as a whole could suffer reduced income and sales tax <br />revenues, if public transit in the metropolitan area is allowed <br />to deteriorate. <br />THE AMM STRONGLY URGES THE LEGISLATURE AND RTB TO ADOPT PROGRAM <br />AND FUNDING ALTERNATIVES UTILIZING THE STATE GENERAL FUND, MOTOR <br />VEHICLE EXCISE TAX, PROPERTY TAX,FAREBOX, AND SERVICE EFFICIENCIES <br />TO ENSURE A GOOD EFFECTIVE AND EFFICIENT METROPOLITAN PUBLIC <br />TRANSIT SYSTE`", WHICH CAN PROVIDE: SERVICE EQUAL TO OR BETTER THAN <br />EXISTING SERVICE. <br />V-H TAXI CAB REGULATIONS <br />The Taxi Cab industry is currently licensed and, regulated on a <br />city by city basis with each city provid.ng, its owns set of fees <br />and regulation:. A citizens League study entitled "TAXIS: <br />Solutions in the City; A New Future in the Suburbs," recommends <br />much deregulation and licenz.e authority vested with the Minnesota <br />Department of Public. ;,afety. One of the major thrusts behind the <br />Citizens League proposal is to free up the taxi industry into a <br />more competitive private business and attempt through this <br />procedure to create a climate whereby cabs and ci;.ies could <br />provide increased opportunity for rideshare programs and ether <br />vitally needed transportation opportunities, especially in the <br />suburbs. In addition, bills have been introduced in the <br />legislature transferring regulatory and licensing authority from <br />citi-en to the MTC.
