D SPECIFIC CONSIDERATIONS <br />STATE AID RULES SHOULD BE CHANGED TO ALLOW COUNTIES TO UPGRADE <br />COUNTY STATE AID HIGHWAYS USING C.S.A.H. FUNDS PRIOR TO <br />TURNBACK WITH CITY CONCURRENCE AND WITHOUT PENALTY AS IMPOSED <br />BY THE RULES <br />WHEN A STATE OR COUNTY ROADWAY IS TRANSFERRED TO A CITY, INCENTIVE <br />FUNDING SHOULD BE MADE: AVAILABLE FOR IMPROVEMENT, OPERATION, AND <br />MAINTENANCE. <br />WHEN A STATE OR COUNTY ROADWAY IS TRANSFERRED TO A CITY, THE CITY <br />SHOULD HAVE TNT; OPTION OF DESIGNATING IT AS A STATE AID ROAD OR <br />LOCAL STREET. <br />IF A CITY CHOOSES TO DESIGNATE A TRANSFERRED ROADWAY AS A NoN <br />M.S.A. LOCAL ROAD, FUNDING FOR IMPROVEMENT, OPERATION, AND <br />MAINTENANCE SHOULD STILL BE PROVIDED. <br />THE AMM SUPPORTS USE OF A PORTION OF THE HIGHWAY MOTOR VEi;ICLE <br />EXCISE TAX FOR DEVELOPMENT OF THE: INCENTIVE PROGRAM FOR <br />JURISDICTIONAL REASSIGNMENT <br />THE AMM URGES ADOPTION OF A LEVY LIMIT BASE ADJUSTMENT PROVISION <br />AS PART OF THE FUNDINU PACKAGE FOR ONGOING AND FUTURE <br />OPERATION MAINTENANCE OF JURISDLCTIONALLY REASSIGNED ROADWAYS. <br />JURISDICTIONALLY REASSIGNED ROADWAYS DESIGNATED BY A CITY FOR THE <br />M.S.A. PROGRAM SHOULD BE CONSIDERED SEPERATE FROM AND IN ADDITION <br />TO THE STANDARD DESIGNATION PROCESS SO THAT DEVELOPING CITIES WILL <br />BE ABLE TO CONTINUE DESIGNATING A PERCENTAGE OF NEW ROAD GROWTH <br />TO THE M.S.A. PROGRAM. <br />V-E STATE AND COUNTY HIGHWAY TURNBACKS <br />Current state law provide, that the state and/or county may <br />declassify a trunk highway and turn it back to a local unit of <br />government. The only pr.Qvisioh is that it must be in <br />good condition. The unit receiving the highway does, not nave tr;e <br />option to refuse title_ and must', thereafter, maintain the turned <br />back road. The local unit may add the turnback highway to its M:;A <br />highway mileage and even exceed the unit's mileage limit if it is <br />already at it de:;ignated limit. This will qualify that <br />particular stretch of street for MSA maintenance funds. However, <br />two problems exist: 1) the maintenance allocation may notbe <br />sufficient if the street is a high volume carrier, such as highway <br />8 through Ramsey County; and l') the miles of turnback designated <br />by the local unit as MSA streets will be deducted from the unit'.:, <br />future additional M.,A allocation limit, thus forcing the l cal <br />unit to totally maiantain that portion from its local funds or lose <br />the right to determine at ;t_. option other "Local streets a.a part <br />
