Metropolitan Counties are given the power to acquire by purchase, <br />lease, gift or condemnation solid waste facilities or properties <br />which includes transfer stations. Acquisition is permitted <br />without compliance with local land use ordinances. Metropolitan <br />cities have no protection, except through a review process, from <br />improvident designation of transfer station sites. <br />THE AMM RECOMMENDS THAT THE LEGISLATURE PLACE A MORATORIUM ON <br />TRANSFER SITE SELECTION UNTIL ADEQUATE AND REASONABLE RF.GULATIuN_ <br />OR RULES HAVE BEEN PROMULGATED BY THE MPCA AND OTHER STATE <br />AGENCIES WHICH WILL CONSIDER THE SITE WITH RESPECT TO LOCAL_ LAND <br />USE CONTROLS AND THE PROTECTION OF THE: HEALTH, SAFETY AND WELFARE <br />OF THE RESIDENTS OF THE AFFECTED CITIES. THE RULES OR REGULATIONS <br />SHOULD NDT BECOME: EFFECTIVE UNTIL ALL AFFECTED CITIES HAVE HAD THE <br />OPPORTUNITY TO REVIEW SUCH RULES AND TO COMMENT ON THEIR ADEQUACY. <br />0-6 REGULATION OF DISPO-')A:, RATES <br />7nrough a variety of conditions and reasons s;;ch as solid waste <br />districting, government control, regulated collections, and <br />centralized private ownership of disposal facilities; solid waste <br />disposal choices might become more non-competitive and <br />r:cr;opolistic in nature. <br />.HE AMP, BELIEVES THAT SHOULD SUCH A CONDITION OCCUR, A RATE <br />REGULATION MECHANISM FOR TIPPING (DROP) CHARGES AND COLLECTION <br />CHARGES SHOULD BE DEVELOPED BY THE LEGISLA"URE. <br />0-7 SOLID WASTE DISPOSAL FEF,S <br />y.nnesota Stat+:es, 1'44, Chapter 644 authorized and/or mandated a <br />tree tiered system of fees or, solid waste to be disposed of in <br />landfills. The theory behind the authorization of those fees was <br />that those who produce solid waste should pay the true costs of <br />d:sFosal. Mary of the costs of solid waste disposals are hidden, <br />..nknown or paid for by persons and units of government not <br />responsible for the production of such waste. <br />':HE AMM SUPPORTS THE CONCEPT THAT THE PRODUCERS OF SOLID WASTE <br />SHOULD PAY THE TRUE AND FULL COSTS OF SOLID WASTE DISPOSAL AND <br />COMMENDS THE LEGISLATURE: FOR ITS FORWARD LOOKING INITIATIVES <br />LURING THE 1984 SESSION. THE; AMM WOULD SUPPvRT MODIFICATIONTO <br />THE SURTAX OR D/SPOSAL FEE SYSTEM WHICH WOULD PROVIDE: MORE <br />INCENTIVE TO REDUCE: THE VOI.UME OF UNPROCESSED SOLID WASTE TO BE <br />L:SPOSED OF IN LANDFILL'S. <br />
