PARK SYSTEM. <br />IV-D ME:TROPOLITAN GOVERNANCE ACCOUNTABILITY <br />The major recommendation o;' the Legislative Cc ,ission on <br />Metropolitan Governance dealt with the issue of accountability of <br />Metropolitan Agencies in order to improve their responsiveness to <br />the various groups and government agencies interested in <br />Metropolitan Governance. The AMM and other interest groups have <br />also studied this issue and identified the lack of accountability <br />as a ii, r problem. <br />D-1 LEGISLATIVE ACCOUNTABILITY <br />The system of regional governance should be more accountable to <br />the Legislat—e. The Metropolitan Council is in reality only <br />ancountable J reopons:ve to the Governor who is elected on a <br />state-wide t� S. The Council, in turn, appoints the members of <br />the RTB, MWCC and MPOSC. Consequently, these Agencies are further <br />removed from the Legislature in terms of accountability. History <br />has shown that by and large the Council and Regional Agencies <br />members are arpointed, reappointed or removed mostly on the basis <br />of political party affiliation.
