Due to the current restrictive levy limitation <br />laws, many of these hidden costs are causing severe reductions in <br />the standard services which must be provided by local units. <br />THE STATE SHOULD ADOPT A POLICY OF "DELIBERATE RESTRAINT" ON ITS <br />MANDATED PROGRAMS, INCLUDING A MANDATORY FISCAL NOTE IDENTIFYING <br />LOCAL GOVERNMENT COSTS ON ANY NEW MANDATED PROGRAMS WHEN T`iEY ARE <br />INTRODUCED IN THE LEGISLATURE, AND A STATEMENT OF COMPELLING <br />STATEWIDE INTEREST TO ACCOMPANY ALL STATE MANDATES. <br />F-3 ELECTRONIC TRANSFER OF FUNDS <br />Currently Hennepin, Ramsey and Carver Counties may transfer <br />payments from the county checking accounts directly to the school <br />districts bank account. This eliminates mail or personal delivery <br />delays, does not cost the county any interest loss z;lnce money is <br />transferred from savings to checking as soon as warrants are <br />Issued, and does excelerate the local unit's earning power on the <br />money by as much as three or four days.
