Bond Plan Review Guidelines and Policy 39 <br />Peterson explained the Local Housing Bond Plan Review Guidelines, saying a 1979 <br />Minnesota Statute requires the Council to prepare the guidelines. Peterson <br />covered the review period, plan content requirements, review criteria, Council <br />determination and amendments. <br />The final segment of the guidelines presentation included the Policy 39 <br />Evaluation Criteria. Peterson reviewed the factors the Council uses to <br />evaluate the community's housing performance. The communities have input, <br />review the computations and have an opportunity to respond before the ranking <br />sheet is prepared. In response to past criticism, tnere was an effort to bring <br />a greater balance to the point system to shift the weight away from the central <br />city. A 1984 Community Ranking sheet was distributed and reviewed by the <br />committee. <br />Peterson briefly reviewed a portion of the Housing Legislative <br />Recommendations. This section will be completed at the next Advisory Committee <br />meeting. <br />Che Housing Guide will be presented at a public hearing November 29, 1984. <br />The meeting adjourned at 1:00 p.m. <br />km042a <br />
