Conclusions <br />1. The Crystal Bay Area should receive sanitary sewer. <br />2. Installation should not impose a hardship on the residents. <br />3. Design and cost must be carefully evaluated to assure that we obtain a func- <br />tional system at the lowest reasonable cost. <br />4. Property value conclusions should be arawn from real data not <br />"Theory." <br />5.
