Gerhardson, Public works Coordina®kTY OF O R O N O <br />DATE: November 6, 1984 <br />SUBJECT: Policy Review - Collecti,,o of Fees <br />Recently it has come to staff attention that employees of the Building <br />and Zoning Department have been receiving direct compensation from <br />private contractors to perform inspections during times other than <br />normal business hours (mob 'v weekends). <br />Jeanne Mabusth, Zoning Administrator has stated that the collection of <br />fees by an individual has been going on for several years, and it was her <br />understanding that this was an approved policy. A review of the <br />situation with the employees involved has determined that no one seems <br />to know who authorized or approved the policy, only that it has been the <br />normal procedure for quite some time. <br />It has also been determined that there are times that inspections <br />during other than normal business hours is necessary. Therefore <br />there is a need for a standard written policy regarding inspections <br />during those times. At the present time all inspections during other <br />than normal business hours have been stopped. Until such time that a <br />written approved policy is established, I would recommend the <br />following guidelines be followed. <br />1. All inspection during other than normal business hours <br />must be approved by the department head. <br />i. Tho contractor or person pays the inspection fee to the <br />City of Orono. (The current fee for inspections during <br />other than buslneba hours is $15.88 per hour with a minimum <br />of two hou•u as per the recommended fee schedule listed in <br />the (USC) Uniform Building Code. <br />9. The employee would then subwit the amount of tine <br />(minimum two hours) on his/her regular biweekly payroll <br />!h 't to the Finance Department and receive one and one half <br />t,,G-s his/her hourly rate. <br />I have discussed this situation with City Attorney Tom Radio and it is <br />his recOm"ildstion that we discuss this matter in executive session on <br />November I% _a <br />
