The petition for sewer is similar to the petition riled by <br />the New Life Bible Church opposite the Orono High Schc-ol on the <br />east side of Old Crystal Bay Road. The church property was not <br />located within the MUSA services area and yet it had been <br />assessed for sewer. The church property is also located within <br />the RR-1B zoning district. As with the development of the church <br />property, this property shall also be developed per --rural <br />standards. <br />It would appear that the MWCC will approve a new connection <br />if "connection conforms to the City's Comprehensive Sewer Plan." <br />The confirmation must appear in a separate City resolution. <br />Planning Commission voted to recummend sewering the new lot <br />based on some of the following f i ndi ngs: <br />1. The sewer project (LS - 63 - 1) was assessed and <br />constructers in 1963 prior to the adoption of Orono's <br />Comprehensive Sewer Plan and Comprehensive City Wide Zoning. <br />2. the property is already sewered by an existing municipal <br />sewer service stub. <br />3. Unit capacity is available within the MWCC line. <br />4. The maximum number of sewer units for the property does <br />not exceed the maximum number of residential units allowed <br />on the property based on the minimum rural residential <br />density of 1 unit per 2 acres of dry buildable area. <br />5. Zoning will remain rural and all development will occur <br />in strict conformance with the rural district requirements <br />including use, lot size, setbacks and all pertinent rural <br />perfurmance standards. <br />6. the property could sustain an on -site septic system if <br />required. <br />Staff has drafted an c.pprovinq resolution per the findings <br />noted above for your review and action. <br />Staff recommends approval of a two lot plat application of <br />Breckenridge Development Corporation finding all standards of the <br />RR-1B zoning district have been satisfied and that the City <br />approves a sewer connection to existing metro gravity line based <br />on the findings set forth in Resolution No.------. Approval is <br />subject to the following conditions: <br />1. Payment of a t225.00 sewer unit charge with building <br />permit application. <br />2. Dedicaton of right-of-way for County Roads 64 and 51 as <br />shown on plat. <br />
