Metropolitan Council Meeting of 10.11.84 <br />Business Item No. C-1 <br />• IL <br />' <br />Suite 300 Metro Square�BuRilding�Saint CPaul, <br />291-6359 Minnesota 55101 <br />REPORT OF THE METROPOLITAN SYSTEMS COMMITTEE <br />Referral Report No. 84-106 <br />DATE: October 2, 1984 <br />TO: Metropolitan Council <br />SUBJECT: Metropolitan Waste Control Commission (MWCC) Project Plans and <br />Specifications on Maple Plain Interceptor <br />Metropolitan Council District No. 13 <br />Metropolitan Council Referral File No. 11806-4 <br />BACKGROUND <br />At report. its meeting of September 24, <br />re1984, the committee considered the attached <br />ISSUES AND CONCERNS <br />Mr. Frost gave a verbal presentation of the issues and concerns relating to <br />this interceptor. The main issue is the City buffd+,vg of the 12-inch diameter force main will encourageno is cdevelopm that the <br />ryl','' area of Orono which the city is trying to posit i n the <br />that the 12-inch diameter force main is needed regardless of�whatsthendisposi- <br />tion of the infiltration/inflow (I/I) problem is in the City of Maple Plain. <br />Mr. Cook, representing Orono, requested that the Council reconfirm that no hook- <br />ups be made to this interceptor from the rural part of O;-ono. <br />The agreed to add to its recommendation to address the concerns of Orono. <br />Other issues discussed concerned the charges to other cities from the sizing of <br />this interceptor to accomodate the excess I/I. It was indicated that these <br />charges could be sizable if a treatment works were oversized to accommodate <br />excess I/I. However, in the case of an interceptor the increased cost would <br />not be great. Mr. Payne, of the MWCC, indicated that the increased cost to go <br />from a 10-inch to a 12-inch diameter would be about f15,000 on a project <br />costing i2.1 million or approximately a 3.5% increase. <br />RECOMMENDATIONS <br />1. That the Metropolitan Council find the Maple Plain pump station and 12-inch <br />force main consisten• with the Council Policy Plan and the MWCC 1984-1988 <br />Development Program. <br />2.
