Burden of Proof <br />This area was discussed in some detail by City Attorney Malkerson at our <br />last meeting. It was also made abundantly clear that �Ir. Fisk had sus- <br />tained his initial burden of proof by showing that he met the criteria of <br />the City ordinances, standards, policies and past actions for a variance. <br />The City of Orono would be benefitted both monetarily (by an increase in <br />revenues) and would not have any adverse impact regarding health, safety <br />and welfare and would be benefitted by reducing those hazards inherent <br />in unoccupied, undeveloped lots in a residential area. <br />B. Self Created Hardships <br />This too was.a subject much discussed by City Attorney Malkerson at our <br />last meeting. The creation of the hardship occurred when these lots were <br />rezoned from the original conforming state to LR-lB. <br />
