Construction of a pond must follow guidelines <br />setforth in the recommendations of Hennepin <br />Conservation District as follows: <br />a) 4:1 slopes at the uppermost portion of the pond. <br />b) the bord depth not to exceed 5'. <br />c) maximum surface area of the pond not to exceed <br />8,000 sf . <br />3. Approval subject to City Engineer review. <br />4. Provide City with amended conservation easement <br />over wetlands. <br />Motion, Ayes (4), Nays (1). Kelley voted nay. <br />#856 EDWARD BECK <br />1280 NORTH ARM DRIVE <br />CONDITIONAL USE PERMIT <br />PUBLIC HEARING <br />9:25 - 9:29 PM Edward Beck was present. Assistant Zoning <br />Administrator Gaffron noted the certificate of <br />mailing and the affidavit of publication. There was <br />no one present from the audience. <br />Assistant Zoning Administrator Gaffron noted that <br />Planning Commission member Rovegno, who could not be <br />present, asked to have the Planning Commission <br />consider a 6 or 12 month reviewa 1 period to control the <br />temporary use. <br />Edward Beck stated that the temporary use would be for <br />about 4-5 years. <br />Adams stated that the City should never allow this unit <br />to be rented out. <br />Kelley moved, Adams seconded, to approve the <br />conditional use permit to allow a temporary guest <br />house use at 1280 North Arm Drive subject to the <br />following: <br />1. Use of guest house apartment be limited to family <br />members only. <br />2. That this conditional use permit cannot be <br />conveyed to the purchaser of the property. <br />
