AGENDA ITEM <br />Date: October 27, 2025 <br />Title: Replace HVAC Units - Willow Fire Station <br />Presenter: Shea Chwialkowski, Interm Fire Chief <br />Section: City Administrator/Engineer Report <br />Item: 14 <br />Purpose: <br />To replace the original and inoperative rooftop HVAC units at the Willow Fire Station and restore <br />proper heating and cooling essential for firefighter readiness, building longevity, and operational <br />reliability. <br />2. Background: <br />The HVAC units at the Willow Fire Station are original to the building and have surpassed their <br />service life. Four of the five units have failed and cannot be repaired cost-effectively, while the <br />remaining unit operates intermittently. Replacement is necessary to maintain safe working <br />conditions and protect fire apparatus. This project will restore reliable and efficient climate control <br />at the Willow Fire Station, providing a safe and comfortable environment for personnel, protecting <br />critical firefighting apparatus from temperature -related damage, and ensuring the facility meets <br />current operational and building standards. <br />The project will be led and managed by the city of Long Lake. Orono's contribution will be in <br />accordance with the current Fire Service contract. The contract allocation formula will require the <br />City to pay for 85% of the cost of the project. <br />The Orono Fire negotiating team agreed to funding this project under the current contract <br />conditioned on Long Lake approving the Shoreline Fire JPA and associated Leases. <br />3. Scope: <br />The project includes removal and disposal of the existing five roof top units, installation of five <br />new 5-ton Trane RTUs with low -leak economizers, fabrication and installation of curb adapters, <br />and system start-up, testing, and commissioning. <br />4. Cost: <br />The LLFD Fire Chief solicited three quotes for the project. Long Lake selected New Century <br />Services to perform the work for a total cost of $103,983. The City of Orono to fund <br />approximately 85% of the project is $88,400. <br />Funding: <br />Funding for Orono's portion of the project will be through the Fire Capital Fund. <br />6. Staff Recommendation: <br />Staff recommends approval of the purchase and installation of five rooftop HVAC for the Willow <br />Fire Station. <br />COUNCIL ACTION REQUESTED <br />Motion to authorize Orono funds up to $88,400 for the purchase and installation of five rooftop HVAC <br />132 <br />
