VOTE: Ayes 6, Nays 0. <br />(#5) #2521 JOE HAUS, 4485 BAYSIDE ROAD -VARIANCE AND CONDITIONAL USE PERMIT, <br />7:18 p.m. -7:28 p.m. <br />Joe Haus, Applicant, was present. <br />Weinberger stated the Applicant is requesting a conditional use permit to construct a garage with <br />living space above as a guest house on the property. This lot is located within the RR-1 B, One <br />Family Rural Residential District, consisting of over six acres in a two acre zoning district. The <br />Applicant is proposing to remove the existing residence and .construct a new home on the site. <br />The guest house will be utilized by the Applicant as a residence during the demolition and the <br />construction of the new residence. <br />Weinberger stated the proposed location of the guest house is an accord with the objectives of <br />the Zoning Chapter and the purposes of the district in which the site is located and the <br />City's Comprehensive Municipal Plan . <br />City Staff is recommending approval of the conditional use permit to permit the construction of a <br />guest house, but the Applicant should be aware that a new conditional use permit will need to be <br />approved upon completion of the new residence. Weinberger noted that the existing septic <br />system is designed to accommodate a three bedroom house, with a new septic system being <br />required upon completion of the new residence due to the fact that the size of the guest house is <br />three bedrooms. · <br />Haus stated the garage located at the top of the property is not in very good shape and would <br />probably be removed, along with an old quinset hut located on the property, which eventually be <br />removed. <br />Smith inquired whether those buildings would be removed . <br />Haus stated they would be removed. <br />Smith inquired whether the guest house would meet the requirements for a conditional use permit <br />upon completion of the new residence . <br />Weinberger stated that this proposal does meet the requirements for a conditional use permit. <br />Following completion of the new residence, the septic system would need to be updated. <br />Haus stated he would like to finish the guest house prior to removal of the existing residence. <br />Hawn stated the Applicant should be aware that the guest house should not be rented out in the <br />future . <br />Haus indicated he understands that condition. <br />Lindquist indicated he does not have a problem with this application . <br />There were no public comments . <br />Page 6
