BALGAARD CONTACTED ME A CCUPLE OF YEARS AGO ABOUT THE <br />POSSIBILITY OF ADDING A PORTION OF LOT 28 TO THE PARCEL OF REAL ESTATE <br />HE OWNS ACROSS HIGHWAY 84. HE ALSO STATED THAT HE HAD DISSCUSSED <br />THE MATTER WIT►1 THE CITY OF ORONO AND THEY HAD SEEN NO REASON WHY THE <br />TRANSFER COULD NOT BE MADE. <br />ON THAT BASIS EXAMINATION OF ZONI UNG ORANCES . SURVEYS, PLAT <br />DESCRIPTIONS, CONSULTATION WITH YOUR OFFICE AND THE HENN . CO. <br />GOV. CENTER. ETC. HAVE BEEN MADE IN AN EFFORT TO MEET BALGAARDS <br />WISH'. IT PUZZLES ME HOW THIS CAN BE SUCH A "UNIIUE" CASE. <br />TO ADDRESS ANOTHER IMPLICATION IN YOUR COMMUNICATION THE NORTH END <br />OF ITEM "B" IN THE COFFIN SURVEY PUTS IT OPPOSITE THE BALGAARD <br />DRIVEWAY WHICH IS THE MOST DIRECT ROUTE FROM HIS RESIDENCE. TO LAKE <br />MI NNETONKA'. <br />THE 200 FOOT SHORE LINE STIPULATION WA3CHECKED BY THE SURVEYOR <br />AND FOUND TO BE MORE THAN THAT. ONLY TO BE TOLD AT THE MEETING THAT <br />"STRAIGHT" LINE MEASUREMENTS APPLY RATHER THAN THE "DOG LEG" <br />NATURE OF THE SHORE LINE . <br />ANOTHER IMPLICATION - THAT THESHORE LINE, OPPOSITE THE BALGAARD PROPER- <br />TY BE INCLUDED IN ITEM "B". SUCH AN ORER JOULD IN EFFECT DENY <br />THE OWNWER OF THE REMAINING PARCEL "A " F ESONABLE ACCESS TO LAKE <br />MI NNETONKA . <br />MR BALGAARD EXPLAINEDTO ME THAT HAVING IHE PARCEL "B" ADDED TO <br />HIS PROPERTY WOULD INCREASE IIS VALUE. HE IS NOT ALONE IN THAT ASSESSM <br />ENT'. THE TAXES ON LOT 28 HAVE GONE UP 2980/6 <br />SINCE HE BEGAN NEGOTIATIONS.
