Minutes <br />Planning Commission Regular Meeting <br />Monday, September 15, 2025, 6:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br />Chair Bollis called the meeting to order at 6:00 p.m., followed by the Pledge of Allegiance. <br />1. ROLL CALL <br />Orono Planning Commission members present: Chair Chris Bollis, Commissioners Jon Ressler, Thomas <br />Brandabur, Andrew Jarnot, Kelly Prchal, and Shane Weltzin. Commissioner Sam Tift was absent. <br />Staff present: Community Development Director Laura Oakden and City Planner Melanie Curtis. <br />2. PLEDGE OF ALLEGIANCE <br />3. APPROVAL OF AGENDA <br />Brandabur moved, Jarnot seconded, to approve the Agenda. VOTE: Ayes 6, Nays 0. <br />4. APPROVAL OF PLANNING COMMISSION MEETING MINUTES OF AUGUST 18, <br />2025 <br />Prchal moved, Brandabur seconded, to approve the minutes of the Orono Planning Commission <br />meeting of August 18, 2025. VOTE: Ayes 6, Nays 0. <br />5. PUBLIC HEARINGS <br />5.1. LA25-000038 GRIZZLY CONSTRUCTION O/B/O JAMES MORRISON, 1384 BALDUR <br />PARK ROAD, VARIANCES. <br />The Planning Commission is requested to review the Staff report, receive a presentation, and discuss and <br />approve the request for variances to build a new home on the site. The plan includes at ecvii in the <br />hardcover in the 7546ot setback. Staff recommended approval due to the sub -standard lot size and <br />consistency with the neighborhood, with some corrections to the exhibits. <br />The Planning Commission discussed the item and asked questions of staff and the applicant's <br />representative, Tom Osfar, Osfar Construction, Dayton, MN. <br />Chair Bollis opened the public hearing at 6:18 p.m. <br />There were no public comments. <br />Chair Bollis closed the public hearing at 618 p.m. <br />Commissioners expressed concerns about the remaining amount of hardcover, especially for the <br />driveway, due to the new attached garage being turned sideways. It was also noted that although the <br />garage would increase in size, it would be pulled back from the lot lines. They asked for more illustrations <br />of the height and impact on adjacent lots if the request goes forward. The lot has water on both sides, but <br />the average lakeshore setback needs to be applied to the north side. <br />Ressler moved, Brandabur seconded, to approve LA25-000038, 1384 Baldur Park Road, Variances <br />as applied with the condition that the proposed hardcover is an improvement from the existing <br />Page 1 of 2 <br />k? <br />
