To receive public input, t!te Commission held six <br />public meetings during the month of July. ,; ! invited all <br />of the communities in the six se%,%rr service areas to <br />attend. The comments from the communities on the 1965 <br />Budget were favorable <br />Expenditures for the administration, operation and <br />maintenance of the Metropolitan Disposal System during <br />1985 will total $90,252,506 (see the chart accompany. ng this <br />article for a breakdown of the budget). This ar,iount <br />represents a $5,898,081.00, or a 6.99 percent increase in <br />proposed expenditures over the 1984 Budget. Over one- <br />half of the increase, or 3.71 percent is due to balloon <br />payments on debt service. The debt service cost is similar <br />to a home mortgage where the debt for a large purchase is <br />spread over many years. In the Commission's case. each <br />year dollars are included in the operating budget to cover <br />the Commission's annual debt, or mortgage payment on <br />facilities they acquired or built in the past. Subtracting the <br />3.71 percent for debt service costs from the total budget <br />increase of 6,99 percent results in a remainder of 3.28 <br />percent. This 3.28 percent increase reflects an inflationary <br />increase in labor and materials, as well as new <br />facihties/,programs at the Metro Plant, which are <br />necessary io meet increased air and water quality <br />standards. <br />Arriving at a 6,99 percent increase was a three -told <br />process. MWCC Program Managers prepared a draft <br />Program Budget to meet their program objectives and <br />needs for 1965.
