We have also r:-ceived copies of applications <br />made to the Minnesota TVR on July 18, 1977, the Minnehaha Creek <br />Watershed District on August 3, 1977, and the Corps of Fatgineers on <br />August 11, 1977. <br />2. Discussion with personnel from the DNR indicates that the permit request <br />made to them was after a DNR conservation officer tagged an operator for <br />dredging the shoreline with a backhoe. <br />3. The City of Orono Planning Commission has reviewed this application at <br />their meetings on September 6 and September 19 and have not passed on <br />the request due to insufficient information regarding need, detrimen- <br />tal aspects, and possible alternatives. <br />4. The City of Orono has extensively reviewed the environmental conditions <br />of Lake Minnetonka and is intimately aware of the delicate balances <br />affecting water quality and shoreline protection. The City has found <br />that many previous dredgings in other areasof the Lake have caused <br />serious and permanent damage to the environment. <br />S. The City has previously, if reluctantly, approved maintenance dredging <br />of certain areas which had been dredged in the past or which were <br />required to maintain any navigable access to historically riparian <br />property owners. <br />
