Septic Concerni in neighboring Properties <br />Because this property is in the Stubbs Bay Sewer Study <br />Area, it is appropriate to consider what effect, if any, this <br />su'.A i v is ion will have as to overall septic concerns in the area. <br />There is no question that the two new lots can meet the standards <br />for on -site sewage treatment. Staff does note, however, that the <br />properties at 3280 and 3310 Bayside are each approximately only <br />0.9 acres in area, and have relatively little area that is <br />potentially suitable for alternate septic systems (see Exhibit <br />L). The southerly portion of Lot i will, as of this subdivision, <br />no longer be viable as a potential future acquisition by either <br />neighboring property for use as drainfield. Staff would suggest <br />that this division may well seal the fate on the City•s future <br />determination of need to extend sewers to some properties in the <br />study area L c of Crestview. <br />Staff Reacsmendation <br />Staff recommends approval of the 2 lot plat for Craig <br />Anderson subject to the following conditions: <br />1. Each lot must be at least 2.0 acres in dry buildable <br />area east of the casterly floodplain boundary along the <br />Stubbs Bay Creek. <br />2. Lot width variances for both lots to be granted. <br />3. Setbacks per F,xhibit .i of this memo. <br />4. Septic sites, house locations, driveway locations to <br />be ref inei in accordance wits Item IV above (work with <br />staf f on th in and resol +e prior to Council review for <br />preliminary pl:t approval). <br />S. Preliminary plat -urvey to be completed and <br />submitted prior to Council review for preliminary plat <br />approval. <br />5. Flowage anJ Conservation Easement to be granted in <br />accordance with the flodplain boundaries along Stubbs <br />gay Creek. <br />7. Grant standard drainage and utility easements along <br />all lot lines. Grant widened drainage and utility <br />easement for minor creek along Bayside Road. <br />9. Plat to .ledicate 33' for right-of-way for Leaf <br />Street and 33' for right-of-way for Bayside Road if <br />surveyor determines those right-of-ways have never been <br />so dedicated. <br />I <br />
