"Improvements, Private" -Any <br />required b y this Chapter, which improvement the City <br />shall construct at subdivider's expense and for which <br />not assume any responsibility for its maintenance and <br />which shall not be dedicated to the City. <br />§ 11.03 <br />improvement, <br />or subdivider <br />the City will <br />operation and <br />22. "Improvements, Public" -Any improvement, <br />required by this Chapter, which improvement the City or subdivider <br />shalt construct at subdivider's expense and for which the City will <br />ultimately assume the responsibility for its maintenance and opera- <br />tion upon issuance of the certificate of satisfactory completion. <br />23. "Lot" -A tract, plot or portion of a <br />subdivision or other parcel of land intended as a unit for the <br />purpose, whether immediate or future, or transfer of ownership or <br />for building development. Every platted lot shall be a buildable <br />lot or an outlot . <br />24 . "Lot Area, Minimum" -Each lot shall contain the <br />minimum area required for each proposed lot as prescribed in the <br />Zoning Chapter of the City Code. In rural zones not served by <br />sanitary sewer, each lot must contain a minimum of two acres of:. <br />contiguous dry buildable land exclusive of wetlands, public and <br />private rights-of-way, vehicular or pedestrian easements, surface <br />areas below the ordinary high water mark of any surf ace water or <br />areas at or below the flood plain elevation for a specific <br />property . All rural lots must compl y with the City's on-site <br />septic system provisions of the City Code. In urban areas served <br />by sanitary sewer, each lot must contain contiguous dry bu ildabl~ <br />land equal to the minimum areas as prescribed in the Zoning Chapter <br />of the City Code or half-acre, whichever is less, (exclusive -of <br />public and private rights-of-way, ... vehicular or pedest1:j .an . ease- <br />ments, surface areas below the ordinary high water mar k of any <br />surface water wetlands or areas at or below the flood plain eleva~ <br />t1on for a specific property) and ha v e legal access to the building <br />site without encroachment of a wetland or flood plain area. <br />25 . "Lot, Buildable" -A lot or combination of lots <br />or outlots which meet all of the requirements of the Zoning Chapter <br />of the City Code and this Chapter for the intended purpose. <br />26. "Lot, Outlot" -A lot which is intended only for <br />public or private roadways, open space or other use, wh ich use must <br />be· restricted by the appropriate easement and which use must be <br />approved by the City at the time of final plat approval. The use <br />of the outlot will thereafter be . restricted by the appropriate <br />restrictive covenant or open space easement . <br />27.
