In brief, based <br />upon land area only, the property could have up to 5 units. <br />But based upon hardcover increases, only 2 units (1 existing <br />+ 1 new) can be accommodated without new hardcover variances. <br />Planning Commission was very concerned with the hardcover. They <br />listened to Gene Earnst's explanation of the drainage plan and <br />ponding areas intended to mitigate the surface water runoff <br />problem. Thereafter Planning Commission decided that they wanted <br />to table the application until the developer provided a 2-unit <br />plan. The developer in turn requested actic, on the 4-unit <br />plan proposed. Planning Commission then recommended lenial of <br />the 4-unit plan. <br />The plan before the Council is therefore the 4-unit design. <br />Planning Commission has recommended no more than 2 units. <br />Recall that on July 13, 1979, preliminary approval had been <br />granted by Council for a 3 unit plan, a copy of which is <br />enclosed for reference. <br />Council can therefore: 1) Approve the 4 unit plan <br />2) Table the application for a <br />2 or 3 unit design <br />3) Dony the 4-unit plan <br />In any event, the record should aqain show that the existinq <br />Olson house at 1340 Baldur Park Road has still not been connected <br />to City sewer. The July 13, 1979 plat approval req,.,ired this <br />connection before July 13, 1980. It wasn't done. On September 15, <br />1980, Mrs. Olson appealled to Council for an extension, which <br />was granted until not later than June 1, 1981, subject to a <br />$5,000 letter of credit to be delivered by September 30, 1980. <br />Tags were issued and later dropped when the property was subject <br />to bankruptcy. <br />
