t669 Tonka Prcperties <br />Page 3 <br />Subdivision PRO <br />There is 5,500 sf of hardcover allowed on this project. The total <br />existing hardcover is 11,170 sf. This is a 26% increase in hardcover. <br />The applicant is proposing 21,595 sf which is a 73% increase. <br />Riparian Access <br />Since outlot B is in common ownership with the four lots there are <br />a number of ways to determine riparian boat access. The south <br />shoreline is very low and is a sensitive area. Riparian boat access <br />should be discouraged in this area and encouraged on the north and <br />west shorelines. <br />Options available: <br />1) Lots 1 a 2 share dock on western shoreline and Lots 3 i 4 <br />share dock on northern shoreline. This option would allow <br />2 slips per lot and not require a joint use permit by City. <br />2) All lots use one dock each lot would be allowed one slip. <br />This option would require a joint use permit from the City. <br />3) Each lot to have its own dock along the north and western <br />shoreline. Due to the sensitive shoreline and steep slopes <br />this could be a problem. <br />Letter of Credit <br />The applicants, Tonka Lake Properties, and fee owners (see exhibits <br />A s B) of the parcels that make up the homestead lots of Gladys <br />Olson, Lot 30, 31, 6 32 have been asked to furnish the City a letter <br />of credit or performance bond to insure the installation of sewer <br />if this project is also not completed. The applicants' attorney <br />(see exhibit P) states the City has no right to ask this as a <br />requirement for subdivision review only as a condition of final plat <br />approval. On September 15, 1980, (see exhibit E) Council as a <br />condition of extending the deadline date for hookup required the <br />previous owner to submit financial secur4ty to insure the hookup. <br />Again, the property was being considered for development and Council <br />agreed to the postponement realizing the savings involved with <br />an installation at the time of the proposed development. This <br />development was never realized, the house remains unsewered, firs. Olson <br />still lives in the house as a renter and the new responsible owner <br />is Tonka Lake Properties. Staff will not schedule a public hearing <br />until the City is in receipt of the letter of credit. Glenn Cook <br />has estimated the single hook up at $14,820.00 (see exhibit C). <br />Although we usually require 150% of that estimate, we will accept <br />a $15,000.00 guarantee by the 30th of March to allow for adequate <br />time forlegal notice of public hearing. <br />
