INUTES OF THE REGULAR ORONO COUNCIL MEETING HELD DECEMBER 14, 1987 <br />i 12 2 8 FILTER W I TTMER <br />20 UR ^ARK ROAD <br />CB <br />RESOLUTION t2325 <br />Walter Wittmer was present for this matter. <br />MAYOR'S REPORT: <br />City Administrator Bernhardson explained the request for <br />a side setback variance and average lakeshore setback <br />variance to construct a second story addition in a side <br />yard and slightly within the 75' lakeshore setback zone. <br />He stated that the applicant had constructed an 8'x <br />30' deck a few years after his 1978 variance approval to <br />extend the house. The deck is in violation of that <br />variance approval. Applicant has agreed to remove the <br />81x 30' deck as long as he is allowed tc keep a 6'x 8' <br />section at the doorway area as an entryway deck, which <br />was approved in 1978. Planning Commission recommended <br />approval and a 1 lowing the removed deck sections to be <br />replaced with a logy se rock or wood chip area underlain <br />by permeable geotechnical geed reduction fabric. <br />Assistant Zoning Administrator Gaffron explained the <br />wing walls on the second story addition which are <br />essentially an extension of the wall. <br />In response to Mayor Grabek's question as to why the <br />deck was built in the first place, Mr. Wittmer stated it <br />was an error on his part by lack of memory of what was <br />actually approved. Mr. Wittmer noted that he obtained <br />the neighbors' consent prior to lding the deck. <br />In response to Councilmember CaIlahan's question, <br />Assistant Zoning Administrator Gaffron explained the <br />type of permeable geotechnical weed reduction fabric <br />which staff .:onsiders non -hardcover and a better <br />solution to weed inhibition than other no-i-hardcover <br />solutions usinq chemicals. <br />It was moved by Councilmember Sime, seconded by <br />Councilmember Goetten, to adopt Resolution #2325 <br />approving the variance per staff recommendation. <br />Motion, Ayes 4, Nays 1. Councilmember Callahan voted <br />nay because he is opposed to allowing the use of the <br />permeable geotechnical weed reduction fabric. <br />Mayor Grabek had no report. <br />
