5 10.32 <br />Suhl. 3. Council Discretion. The dwelling units <br />permitted may be, at the discretion of the Council and subject to <br />the conditions set forth by the Council, in detached, attached or <br />multiple family dwelling structures; subject to the limitations <br />provided for in each zoning district. <br />Subd. 4. Open Space, Etc. The dedication, ownership, <br />use and maintenance of open spaces created by the application of <br />the Planned Residential Development shall be subject to conditions <br />deemed necessary by the Council to assure the preservation of such <br />open spaces fur their intended purposes. <br />Subd. 5. <br />Dedication of Open Space. The <br />dedication and <br />ownership of <br />such <br />open spaces may be through: <br />(1) Homeowner; <br />Association; <br />(20 <br />Landlord maintenance- (3) Special <br />Servi _ <br />District; (4) <br />Municipal Ownership; or (5, any other <br />method deemed <br />appropriate by <br />the <br />Council to accomplish the purposes of this plan. <br />Subd. 6. Site Plan. The F� ,pcsed site plan, including <br />location, spacing and basic design of proposed tiuild:ngr. street <br />and parking plans, water and sewer (public or private) plans, and <br />plans of open space available for park or recreational purposes, <br />shall be submitted for approval by the Planning Commission and the <br />Council. <br />Subd. 7. Hearings. The Council may direct that a public <br />hearing be held to review such plans. <br />Subd. 8. Final Approval. Final approval shall not be <br />granted ntil all conditions set oy the "nuncil are met; aid, <br />further L,.e Council shall not approve any such Planed Residential <br />Development prior to the legally binding establishment of the open <br />space dedication, ownersnip and m&--tena ce provisions, such <br />provisions to be guaranteed by honding or other means satisfactory <br />to the Cot,nc i 1. <br />Subd. 9.
