S 10.30 <br />0. Landscaping. All open areas of the Project or <br />individual platted lots within the Project shall be graded to <br />provide proper drainage, and except for areas used for parking, <br />drives or storage, shall be landscaped with trees, shrubs or <br />planted ground cover. The natural landscape shall be utilized <br />where possible and reinforced with additional landscaping that is <br />compatible with and complementary to the various use areas and <br />functions of the site, the structural additions to the site <br />development on neighboring properties and the adjacent public <br />streets and highways. Landscape materials shall be of adequate <br />size to contribute to the environmental quality at initial planting <br />as well as at maturity. Generally new plant material shall be of <br />the following sizes: deciduous overstory trees - 3 inch caliper; <br />deciduous ornamental trees - 2 inch caliper; evergreen trees - 6 <br />foot height; evergreen shrubs - 24 inch spread or height, dependent <br />on form; deciduous shrubs - 3 feet height. Lawn areas other than <br />natural landscape areas shall be sodG- . Such landscaping shall <br />conform with the planting plan approved by the Council at the time <br />the building permit was issued. It shall be the owners' <br />responsibility to see that this landscaping is maintained in an <br />attractive and well -kept condition. All vacant lots, tracts or <br />parcels shall also be properly maintained. <br />Subd. 17. Application Review a.. Administrative <br />Procedure. <br />A. General Procedure. The general procedure for <br />application, review and action on any Multiple Family Planned <br />Residential Project shall be accord ig to t,.ie following outline, <br />with more detailed requirements found in the remainder of this <br />Subdivision. Single family detached dwellings are excluded from <br />the review process. <br />1. Application, filing fee and Six copies of <br />the Preliminary Plan are tr. be filed with the Planning Commission <br />through the Zoning Administrator at least thirty days prior to the <br />public Nearing date. <br />2. Public hearings shall be held by the <br />Planning Commission for all Projects. <br />3. Planning staff reviews Preliminary Plan and <br />transmits copies of review to Planning Commission members, City <br />Administrator, Park Board, affected surrounding municipalities and <br />other appropriate agencies and applicant at least Five days before <br />public hearing before Planning Commission. <br />4. Planning Commi:,sion holds public hearings <br />on Preliminary Plan. <br />5. Planning Commission makes recommendations <br />for action on Preliminary Plan. <br />6.
