102588.3 <br />MAYOR'S ARTICLE <br />RECYCLING - At the October 24th Council meeting we directed staff <br />to start a curbside recycling program in the City of Orono. The <br />City of Orono together with six other communities have been doing <br />a drop off recycl itig program under the joint powers known as the <br />West Hennepin Recycling Commission. This effort to date has been <br />very successful with the Cities reaching approximately a 7% <br />recycling rate. The City however, needs to reach a 10% recycling <br />rate by May of 1989 or the County wi 1 1 cease its funding together <br />with the County eventually taking over the recycling program by <br />putting in the program they would want at a price they would set. <br />Ultimately the goal for the cities are to reach a 16% recycling <br />goal. As a result an increased rec}cling effort needs to be <br />undertaken. <br />Your City bill be working to commence the program by the first <br />part of 1989. In advance of this the City wi l l be delivering the <br />appropriate container(s) together with applicable recycling <br />information. It is anticipated that this wi 11 be twice a month <br />pickup, placing these containers at your curbside. While the <br />County will pay for a portion of the program, the City portion <br />wi 1 1 be financed by a I+arge of about $ 1 1.00/year that will be <br />put on as part of the ; ity and septic billing system. Those <br />on the utility system .1 have that charge billed quarterly on <br />their statements. The residents on the septic billing system <br />will be billed once annually. <br />Should you have any questions or ideas regarding this program, <br />please feel free to contact John Gerhardson at 473-7359. <br />COUNTY ROAD 15 - With the construction season coming to a close <br />for 1988 the County has completed the majority of the work on 15. <br />Unless we have mild weather through November, December and into <br />January it is anticipated that the only work remaining will be <br />that of some of the sidewalks and ground restoration which will <br />wait until next spring. It should additionally be :>>ted that the <br />Westonka Chamber and Chic Remien have undertaken a <br />"BeaLLification Drive" in conjunction with the project and <br />looking to make a great project even better.
