6. Number of participants <br />7. Notice to police prior to shooting. This <br />notice to be within one hour of commencement of <br />event. <br />8. Annual permit to require notice to be given to <br />surrounding property owners and an opportunity <br />for them to object prior to issuance of a <br />permit under this section, but such objections <br />shall not require the permit to be withheld. <br />Any person may appeal the denial of a permit to <br />the Council. 1. <br />9. All permit holders must inform all abutting <br />property owners prior to initial use of the <br />permit. <br />10. All permits are subject to the approval of the <br />City Administrator upon recommendation of the <br />Chief of Police. Appeals of denials of permits <br />are subject to Council review. <br />Subd. 8. Confiscation. The firearms, bow and arrow, <br />explosives or then dangerous weapons of the alleged violator of <br />this Section may be confiscated at the time of arrest, and <br />returned only if the violator is adjudged not guilty of the <br />offense charged and no liability of damages shall result <br />therefrom. Confiscated firearms may be oisposed of as provided <br />by law. <br />Subd. 9. Possession and Sale of Fireworks. It is <br />unlawful for any person to sell, possess or have in possession <br />for the purpose of sale, distribution, use or explosion, except <br />as allowed in Subdivision 3 of this Section, any firecrackers, <br />sky rockets or other fireworks. <br />Subd. 10. Exposure of Dangerous Container. It is <br />unlawful for any person, being the owner or in possession or <br />control thereof, to permit an unlocked reL-rigerator, ice box, or <br />other container, sufficiently large to retain any child and with <br />doors which fasten automatically when closed, to expose the same <br />out-of-doors, or in an unlocked accessory building, accessible to <br />children, without locking the doors, or removing the lids, hinges <br />or latches. <br />5 <br />
