Jacobs, Building & Fire Inspector <br />Date: November 2, 1988 <br />Subject: 4545 Watertown Road - Hazardous Building Proceedings <br />Attacbaent - Proposed Resolution <br />Issue - Determination as to whether Council desires to initiate Hazardous <br />BB ding Proceedings at the above address. <br />Discussion - Staff is requesting that the Council review the above subject <br />property for hazardous building proceedings. )After receiving complaints <br />regarding the unsafe condition of the occupied building, staff conducted an <br />inspection which revealed that the building is in a damaged and <br />deteriorating state, which constitutes a definite hazard. Attempts have <br />been made by staff to contact the owner of the above subject property with <br />no results. <br />Major items of concern by staff are as follows: <br />1. Make -shift additions without permits - structurally unsafe. <br />2. Water service subject to freezing leaving occupants without water. <br />3. Heating system - no sufficient for structure leaving occupants <br />with little or no heat in rooms. <br />4. Building is in a state of deterioration and dilapidation thus <br />leaving it a safety and health hazard. <br />Alternatives - <br />There are four options that can be taken: <br />1. Table proceedings. <br />2. Adopt resolution as written. <br />3. Adopt resolution with amendments. <br />4. Deny resolution. <br />Recommendation - Staff recommends adopting resolution as is and commencing <br />with the Hazardous Building Proceedings. <br />Proposed Motion: Moved by , seconded by , that the Orono City <br />Council adopt Resolution # initiating Hazardous Building Proceedings <br />at 4545 Watertown Road.
