agreed to by the parties. <br />If tiie employee appeals the disciplinary action taken by the City <br />to any other state, federal or governmental agency, the employee <br />waives his/her right to appeal the disciplinary action to the City <br />Counci 1. Prior to the appeal to the City Council, the employee <br />shall submit a written statement to the City Administrator that <br />the employee has not appealed the disciplinary actions to any <br />other governmental body. <br />210. ABSENCE WITHOUT LEAVE <br />An employee who is absent from employment, including any <br />absence for a single day or part of a day, that is not authorized <br />by a specific grant, leave of absence, vacation or sick leave by <br />the City Administrator or City Council under the provisions of <br />this policy, will be deemed to be absent without leave. Any such <br />absence shall be without pay and the employee will be subject to <br />disciplinary action, including discharge. <br />211. INSERVICE TRAINING <br />The Administrator shall coordinate and assist the efforts of <br />department heads in establishing and maintaining a system of <br />employee training. <br />212. SUGGESTIONS AND AMENDMENTS <br />The Administrator and <br />employees for improving the <br />suggestions may be presented <br />or memorandum with a copy t <br />213. PROHIBITED PRACTICES <br />o <br />1. No person shall knowingly make any false statement, <br />certificate, mark, rating, or report in regard to any test, <br />certificate, or appointment held or made under the City's <br />personnel system or in any manner commit or attempt to commit any <br />fraud preventing the impartial execution of the provisions of this <br />Policy. <br />2. No person seeking employment or promotion in the municipal <br />service shall either directly or indirectly give, render, or pay <br />any money, service, or other valuable consideration to any perso� <br />for or in connection with their test, proposed appointmer <br />promotion or proposed promotion. No person shall either direct. <br />or indirectly solicit, pay, render, receive, or give mon-y, <br />service or other valuable thing to any person for, or in <br />connection with any test, appointment, promotion, demotion, layoff <br />or dismissal. <br />3. No person in the employment of the City, or seeking admission <br />thereto, shall be favored or discriminated against in any way <br />6 <br />
