Road length proposed is 1,000'; proposal is for a 50' outlot with <br />100' cul-de-sac; paved road section is proposed as urban (with curbs <br />rather than shoulders), 24' paved width is proposed (note: Code <br />Section 11.33, Subdivision 4 (F) requires 24' paved width for "more <br />than" seven lots being served,- 24' for "3 through 6" lots, but does <br />not define for seven lots. . .) <br />5. The road access point onto Townline Road is directly across from a <br />private road in Independence; sight distance appears to be adequate <br />and has been approved by the Public Works Director. <br />6. This will be a private road, subject to the normal ownership; and <br />maintenance covenants. <br />7. Access for Lots 3 and 4 will require crossing Painter's Creek; <br />staff recommends a single shared creek crossing point adjacent to the <br />cul-de-sac, at the shared lot line. <br />8. As of this writing, the City Engineer has not commented regarding <br />whether special outlet structures will be required where run-off <br />leaves the cul-de-sac area near the creek. Applicant's surveyor has <br />noted that thev are working with the Minnehaha Creek Watershed <br />District regarding specifics of this application. <br />B) Buildability: <br />1. Each lot contains at least 1.5 to 2.0 acres with slopes at 68 or <br />flatter. This should allow for development of mound -type septic <br />systems dhich are anticipated to be necessary on most of the lots, due <br />to high water table soils. <br />2. Soil types on the property, according to the soil survey, include <br />extensive areas mapped as Hamel loam, Kilkenny loam and clay loam, and <br />lesser areas of Lester, Lerda 1, and I.eSeur soils. All but the Hamel <br />are normally considered to be suitable for mound type septic systems, <br />with the Lester often being suitable for trenches. <br />
