Planning <br />Commission reviewed this item at their October 17, 1988 meeting, and voted <br />6-0 to recommend approval per the four conditions outlined in the staff <br />memo of October 10, 1988. <br />The revised proposal includes an addition to the south side of the <br />house, which continues the existing westerly line of the house and which <br />results in only a minor addition of hardcover in the 0-75' setback zone. <br />The addition encroaches no closer to the lakeshore than the existing mouse. <br />The Planning Commission found that the addition does not have any effect on <br />neighbors' views of the lake, even though there is technically an average <br />lakeshore setback variance involved. Planninq Commission recommended that <br />applicants be required to remove the existing 52 s.f. shed at the westerly <br />lakeshore bank of the property. Planning Commission recommended, per the <br />sl:aff recommendation, that any additional landscape areas that may be <br />created around the new addition shall have no fabric or plastic placed <br />under them, but that the existing landscape areas which had previously had <br />the plastic removed and replaced with the fabric, need not have the fabric <br />removed. <br />The resulting hardcover percentages with this specific proposal, with <br />the fabric underlaid rock beds included as hardcover, are 22.2% in the 0- <br />75' zone and 33.0% in the 75-250' zone. The applicants total hardcover <br />allowance granted in 1985 was 3,663 sf., which excluded the deck with sand <br />under it and excluded any areas where plastic was replaced by fabric. <br />However, based on the Council's current view of porous fabric, those areas <br />have been Included within the hardcover percentages noted. <br />The garage addition that was proposed with the 5-ypar plan has not <br />beAn a subject of discussion with the current application, and such a <br />garage addition would be subject to further variances for setback and <br />continuation of a right-of-way encroachment, hence a future application for <br />work on the garage would be anticipated. <br />Please review the memo and exhibits of October 10, 1988, which <br />descr:r.,e the pr,-posed addition. <br />Staff Recos endation - <br />5taff recommends approval per the Planning Commission recommendation, <br />per the attached resolution. <br />
