I <br />Zoning File #1103 <br />May 7, 1987 <br />Page 2 of 4 <br />History of Property - <br />Mr. Eisinger puchased the property in 1955 and in 1958 through 1970 <br />operated a sanitary landfill (received garbage and refuse). The applicant <br />obtained an annual license from the City each year of operation. In 1974, <br />the applicant applied for a demolition land fill license from the City but <br />was denied. <br />Staff asked if the applicant has any idea how much fill exists today <br />over the dump and he estimated anywhere from 6 to 8 inches to approximately <br />2 feet of fill. After a day of dumping it was Eisinger's practice to place <br />6 to 8 inches of clean fill over the new dump area. <br />Review of Application - <br />Mr. Eisinger proposes filling the 12 acre former dump site with <br />approxiamtely 200,000 cubic yards of fill obtained from the I-394 <br />upgrading. The contractor has submitted letters (Exhibits E & F), advising <br />of their willingness to assist the City in the review of this permit. The <br />fill is shown placed 26+ feet from the :surrounding wetlands. <br />At the first review of the application, Eisinger proposed 80,000 to <br />100,000 cubic yards of fill but at the April 20, 1987 meeting the <br />applicant's contractor submitted an amended proposal with plans for filling <br />up to 200,000 cubic yards. <br />Review Exhibits P, Q, & R, fill will be placed up to the 992 elevation <br />(2 feet above Highway 12 elevation). Fill placements would range from 8' <br />to 10' depths. Debris and building materials stored on the site must be <br />removed prior to filling. <br />As the contractor's letter states, the filling and final seeding will <br />be completed by the spring of 1989. <br />The applicant was asked what he planned for the fill site upon <br />completion of the project. Eisinger wants to use the area either as a <br />driving (golf) range or for some form of agricultural use. <br />The DNR, M.P.C.A., Hennepin Conservation District and Hennepin County <br />Department of Environment and Energy will not require permit reviews. All <br />but the DNR has provided guidelines or assistance for the City if the <br />permit is 3pproved. The M.C.W.n. will require a permit but will not issue <br />the permit until the City formally acts on the conditional use permit. <br />
